CVE-2016-11017 is a critical-severity flaw (CVSS 9.8) affecting network monitor. Below: why it ranks where it does, which versions are affected, what to do, and the exact commands.

The application login page in AKIPS Network Monitor 15.37 through 16.5 allows a remote unauthenticated attacker to execute arbitrary OS commands via shell metacharacters in the username parameter (a failed login attempt returns the command-injection output to a limited login failure field). This is fixed in 16.6.

Why this priority

Fixed in: newer than 16.5
Safe to downgrade to: a release before 15.37
1. Check installed version
apt-cache policy network-monitor || rpm -q network-monitor || network-monitor --version
2. UPGRADE to newer than 16.5 (Debian / Ubuntu)
sudo apt update && sudo apt install --only-upgrade network-monitor

Note
Distros often backport fixes without changing the version number. Confirm with the distro advisory or changelog.
3. If no update is available yet, DOWNGRADE to a release before 15.37 (Debian / Ubuntu)
apt-cache madison network-monitor sudo apt install network-monitor=<VERSION_BEFORE_15.37> sudo apt-mark hold network-monitor
3. If no update is available yet, DOWNGRADE (RHEL / Amazon Linux / Fedora)
dnf --showduplicates list network-monitor sudo dnf downgrade network-monitor-<VERSION_BEFORE_15.37> sudo dnf versionlock add network-monitor
Downgrade risk
Downgrading can break dependent software and may reopen older bugs. Read the distro advisory first and test on a non-production host.
After downgrade
Restart the service, and keep the package held until a fixed release ships.
